Scroll Wheel Not Working?
The wheel turns, but the page stays still. First find out whether wheel events arrive.
Check the input before the application
Open the scroll wheel test and rotate steadily while the pointer stays in the dark area. If the event count increases, the browser received wheel input in that sample. That narrows the next check toward the application or its settings, though it does not certify the wheel.
If events arrive but the page does not move
Click or tab into the intended scrolling area. Release Ctrl, Shift and Alt: some applications use modifier keys to zoom or change axes. Try another long page and a browser window without extensions. Check whether the page is already at its boundary or a menu is capturing input.
If no wheel events arrive
Check charge, reconnect directly to another port and test in another application. Verify scrolling settings and official updates. A physical wheel should be compared on a second computer before treating an encoder issue as the likely cause.
Retest after one change
Use the same up/down protocol so the before/after results are comparable. A browser event count is not a measurement of how far every application should scroll.

Applications can use different scrolling areas, focus and modifier-key behavior. Receiving events in the browser test makes checking those settings a useful next step.
Can an extension stop mouse wheel scrolling?
An extension or page script can intercept input. Compare a browser window without extensions and another long page. This is a diagnostic comparison, not a claim that every failure is caused by an extension.
What if the scroll test receives no events?
Confirm the pointer is in the active test area and that you rotated a physical wheel. Reconnect, try another port and application, then another computer. No browser event alone cannot locate the failure.
